Wise Man Pendle made a nice cheat sheet showing which characters only need Furnaces (which you can get out of Shipments) and/or No Pre-Craft (or Raid only) gear.  So basically, these are characters you can MAX gear now without having to wait for Raid/Guild gear drops.
